As for the language switching, yes, you got the point - that may be troublesome, but still, I would choose to migrate from, let's say, Python to C# etc., then having business logic placed in dozen of stored procedures. I do not care that much about DBA, as I understand that it is not his/her role to play with the application developers' business logic. Also, ORMs are not that hard to grasp and recompiling the code is not an issue, but I accept it as the cost of such an approach. I still think that advantages outweigh disadvantages.
